Supplemental Educational Services in Maryland
2012-2013 School Year

In the fall of 2011, the United States Department of Education (USDE) offered States and local school systems the ability to waive some of the mandates of the Elementary and Secondary Education Act (ESEA) that was reauthorized as the     No Child Left Behind (NCLB) Act of 2001. The USDE issued an ESEA Flexibility Application that States could use to describe how they will use federal funding to continue to promote high standards and school improvement for students residing in low income communities.

The Maryland State Department of Education (MSDE) applied for the USDE NCLB waiver and was approved. Implementation of Maryland's ESEA Flexibility Plan takes effect beginning in the 2012-2013 school year. As a result of the approval of Maryland's ESEA Flexibility Plan, Supplemental Educational Services (SES) is now an optional program in Title I schools, and no longer a required component of    Title I, Part A. The Maryland State Department of Education will no longer require schools to offer SES, and MSDE will no longer oversee the statewide implementation of SES.

Locally operated tutoring programs may be offered by individual school systems in the 2012-2013 school year. To learn whether your local school system will offer tutoring services to students enrolled in Title I schools, please contact your school system's Title I office.
